The ex-Emperor William is publicly arraigned " for a supreme

offence against international law and the sanctity of Treaties." The Allies will ask Holland to-surrender him fortrial by a special Tribunal of five Judges appointed by the five great Allied Powers. Military Courts will try other persons accused of violating .the laws of war, and Germany will be expected to surrender them.
