An article on " Parliament and Foreign Affairs, 1603-1760," by
Mr. E. R. Tumor in the current English Historical Resit's is an interesting review of the efforts of Parliament to control the Royal prerogative• in regard to the making of war or peace. The Stuarts asked the advice of Parliament upon Treaties, but repelled its attempts to direct foreign policy. When the executive power passed from the Crown to the Cabinet, the Ministry took up much the same attitude as the King had done. It is not easy to see how any other method would work.
