Putnam's Sons.)—Professor Cossa's work has already made its appearance in five languages, German, Swedish, Polish, Russian, and Spanish, and its excellent method and system having attracted Mr. White's attention, as he explains in his preface, he decided to publish it. We agree with all that editor has to say in its favour ; it is, indeed, a remarkably clear and briefly put plan of the principles and methods of taxation. But insomuch as no discussion or argument as to some of the methods, including Protection and Free-trade, is introduced, it hardly calls for further remark.
