E Premier on Thursday brought down the Message from the

Throne, requesting Parliament to grant an annuity of 2,0001. a year for two lives to Sir Robert Napier. The usual grant is for three lives, and Sir Robert's eldest son is a grown man. It is stated that the General's title is to be Baron Napier of Mag- dale ; but it is so unusual, and so inconvenient, to take a title already in existence, that we suspect this will be reconsidered. Why does not Sir Robert follow Sir Colin Campbell's example, and name himself from a river? He will hardly discover a title more euphonious than that of Baron Severn would be.
