What do these two events mean ? They mean that
the tridest and most sudden threat of violent change coincides with the demise of the only preserver. It is, therefore, imperative that a successor be found with the will and the power to preserve. The only possible successor is the com- munity itself expressed by its elected councils. They have -begun their -work, sometimes well, sometimes badly.. They have begun to schedule, to zone, to control elevations, to outline wide plans ; but wider, wiser and more forcible action is an urgent necessity. Hence the very able Bill now under too acrimonious discussion.
