PARLIAMENT will, it is stated, be summoned for the 19th November, "for the despatch of business." The reason for this unusual course is not the necessity for obtaining a vote in supply for the Abyssinian Expedition, but one authorizing an increase in the number of men borne on the British establishment. The moment the expedition leaves India, its members come on the British strength, an increase forbidden by Act, and by a constitutional precedent which the Ministry, although sure of a subsequent Act of Indemnity, have decided not to violate. The session will only last a few days, and at that time of the year very few members are out of England.
