* * The revised Measure for providing pensions for the
clergy has been before the National Assembly. It now allows for contracting out of the scheme of com- pulsory contributions and provides for returnable pre- miums. Those who contract out must, of course, be able to prove that they have made adequate provision for themselves. We agree with the Times that a com- pulsory levy of 8 per cent, upon small stipends may mean hardship. On the other hand it is essential for the efficiency of the Church, and is only just to the clergy themselves, that there should be pensions. The generous offers of the Ecclesiastical Commissioners and the Central Board of Finance do not dispose of the need for contributions from the clergy themselves. It is to be hoped that in the case of small stipends the laity will help to bear the new burden of the clergy.
