General Cesrareos has issued a proclamation, dated Tolosa, 3d December,

breathing the most savage spirit towards the Biscayan in- seargents. The Bourdeaux journal which publishes it, says that from thelextreme rigour of its previsions, it will.be quite impossible to carry
