Lord Napier insisted that 1.70,000,000 ought to be spent right

out on labourers' cottages, of which he affirmed that at least a third, numbering 700,000, would need to be completely rebuilt, at an expense of at least £100 each ; and be affirmed that almost all this must come out of the landlords' pockets, as it would be impossible to charge the labourer an adequate rent. That is not hopeful. We, on the contrary, hope before long to see the agri- cultural labourer able to make such terms with his employer as to enable him to pay a good rent for the better accommodation he requires.
