The Congress of the United States has adopted the reduced
tariff of import-duties. It possesses a great interest for this country, on two grounds. The reduction of duty on several important manufactures is an obvious reason. The object of the change is still more remarkable : it is to provide for the expenses of the Mexican war by augmenting the revenue ; and that is to be effected by relaxing fiscal restraints upon commerce. For a very variable scale of duties, often reaching so high as 100 or cent on the value, the new scale lies chiefly upon a level 30 or even 25 per cent. The change is therefore a ment in fiscal liberality.
