supporting your policy of "Down Glasses," I beg to suggest as preliminary measures to securing the public opinion necessary for the larger measure and as half a loaf in default of the whole : (1) The extension of restrictions to all areas through- out the country, or at least to all with soldiers and munition workers. (2) The infliction of condign punishment on drunken- ness as a serious crime, and on the publican as well as the offender. (3) The stoppage of payments direct to soldiers' wives convicted of drunkenness, and payment through the police or a Committee, and generally the payment of extra benefits to soldiers' families or munition workers in the shape of War Loans inalienable.—I am, Sir, Are., C.
