country the following promise of protection to all strikers who returned to work : " To all workers in all trades.—When the present strike is ended His Majesty's Government will take efficient measures to prevent the victimisation by trade unions of men who remain at work, or who may return to work, and no settlement will be agreed on by His Majesty's Govern- ment which does not provide for this for a lasting period, and for its enforcement being necessary by penalties."
