Referendum in Gibraltar
Sir: It is hoped that the referendum in Gibraltar will inaugurate a new era in international relations. Whenever there is an international dispute concern- ing land (and this accounts for nearly all of them) the people in the land concerned should at the very outset be given an opportunity of expressing their views on what they want in a plebiscite. After these views are known there could still be negotiations which might still lead to war but the wishes of the people in the land under dispute must be known beforehand. This elementary principle of justice is the aim of this commission.
All those who wish to have a real, challenging aim in life and who believe that ordinary indivi- duals can combine to be an effective force are asked to get in touch with me so that we can form branches of this commission in all countries.
