M. Ferry, on Thursday, moved the vote of credit for
the Tonquin expedition. He declared that France was not at war with China, but was only taking pledges for the indemnity which China refuses to pay. The Chamber cheered him heartily, and will evidently acquiesce in all M. Ferry's proposals. The most remarkable sentence in his speech was this :—" This expe- dition is one of the greatest things of the age, and it is to this attempt at Colonial expansion that the majority attaches its legislative honour." That last remark is, not very intelligible in detail, but it evidently means that France is to regain in the Colonies what she lost in the German War.
