The terms of peace offered by Brazil to Paraguay have

been published. Only two of the clauses are importaut,—that Lopez shall exile himself, and that Paraguay shall limit her army by treaty to the number required for internal order. Lopez, who has not yet sustained a defeat, rejects both.
