SIE,—Will you permit an American who loves Great Britain and all her Dependencies to ask why, in establishing Home- rule for Ireland, your people do not provide for four Legisla- tures and four jurisdictions, instead of one Parliament at Dublin ? Legislatures sitting in Ulster, Munster, Leinster, and Counaught would protect the principle of home-rule by communities. This is the way it would be done under the American system.—I am, Sir, &c.,
