When in her time America annexed, or intervened in; the
Philippines, Cuba, Hayti, San Domingo, Panama, Nicaragua and elsewhere, . she did so either because events left her no alternative or because she had to keep order at her doors in the interests of her own safety and of civilization. In Central America she has done a magnificent work for humanity which every sensible foreigner acknowledges. We are afraid, however, that phrases arc used as misleadingly in America as in effete Europe. What is held to be very rapacious or tyrannical when it is associated with " Imperialism," is held to be innocuous when it is done in the name of Republicanism.
