We may be sure that the answer given to the
German Govern- ment by the Porte, in. reply to. their remonstrances: against, the: disregard of the Geneva Convention, to which Turkey is-aparty,. is a- little more to the point thew the Grand Vizier's assurances to Lord Derby. No promise is given that the rules will be strictly observed, or that past or future offenders will be punished. The Grand Vizier will cause:copies of the rules, translated into Turkish, to be distributed among the Turkish troops, who may have transgressed some. of them, through ignorance. The Grand Vizier will also send instructions, to prevent excesses on the part of the Circassian and other Irregular troops, the Portees worthy Braves apparently requiring instructions and rules to keep them from cutting the throats of the wounded, firing on Rags of truce, and- massacring the non-combatants. Ahmed. Vefyk Pasha will go with full powers to Adrianople,—nobody , will be shot or cashiered, and everything will go on exactly as before.
