It's a fattipuff

THESE international agencies, as I warned when the Berd came to London, divide into fattipuffs and thinnifers. The International Monetary Fund, though sometimes greedy, is a thinnifer. Fattipuffs are more numerous — Unesco was the grossest. I fear that the Berd, unless it is brought down to earth, will rise up and be lost to sight in the Euro-empyrean, a great soaring soufflé of a. fattipuff.
