MR. GANDAR DOWER'S PLEDGE SIR,—It is surely somewhat out of
character for Janus, as a Tory, to bother about Mr. Gandar Dower's broken election promise. Perhaps Mr. Gandar Dower's statement was only meant as seriously as other Tory utterances of the same period, c.f. Laski, Gestapo department. However, I welcome all this as an indication of possibly a different Conservative approach to election promises. Perhaps the Opposition in the future may be less furious when the Government continues honouring its own pledges.
