The Ways and Means Committee of the Northern House of

Representatives have proposed that taxes should be imposed upon articles of luxury calculated to produce 70,000,0001. a year. That amount is more than the sum which will be required, it would make the North the heaviest taxed country for its population in the world, and it could not be raised from articles of luxury alone.
