It is really absurd to say that Poland ought to

be a permanent member of the Council for the ad hoc reason that her relations with Germany present just now one of the most difficult problems before Europe. Even if Poland could not be temporarily represented on the Council during discussions immediately affecting her— which she could be, by virtue of Act IV., paragraph 5, of the Covenant—France is always there to champion the Polish case against Germany, and she invariably does it with great ability. The truth is that Poland would be introduced as a set-off against Germany, and for reasons which we all hope are merely transitory. To make her a perpetual, member,would be to upset the whole balance of the League. The German Government. with courage and persistency .triumphed over its opponents in securing popular approval for Germany's application to enter the League. If Germany is now in effect to be told that the suspicions of the German Nationalists were well founded the cause of peace will be set back not by months but by years. * *
