Mr. Conway A. Ross writes : " Our aim should
be Free Trade throughout Europe. England could set the ball rolling by offering to forgo Germany's War Debts in exchange for twenty years' mutual Free Trade. Long before the expiry of this time, I firmly believe, the material advantage to both countries would be so clear that neither would wish to go back to the present state of things, and other European countries would be glad to follow suit."
