The Berlin Cabinet met on Monday to decide among other
things -whether Germany should try to disavow responsibility for the War. It has, of course, been unceasingly argued in Germany that the confession of war-guilt in Article 231 was exacted under compulsion. The subject has suddenly assumed a new importance owing to the general desire that Germany should apply for membership of the League. " We cannot apply for membership," say the Germans in effect, " so long as we are held guilty of an outbreak in which many nations had a share." The German Cabinet tame to no conclusion and the question was postponed until next Tuesday.
