Mr. Lloyd George, however, cannot be complimented upon his immediate
handling of the situation. It was, in fact, bad. He had good reason to be angry with Germany, but before sending on behalf of the Allies a message which excluded Germany from the most important committee he certainly ought to have consulted the neutrals. On a minor scale he committed the same error which he charges against Germany. The decision to exclude Germany, if it was taken at all, should have been based on a universal authority in accordance with the spirit of the Conference.
