The July issue of the International Labour Review contains two
articles of importance. M. Ulrico Aillaud explains the Act on the National Council of Corporations in Italy, a most necessary task in view of the constant vicissitudes of the " Corporative State." There does not seem to be very much difference between the theory of this Reform and an up-to-date theory of efficient Socialism, although the author, of course, blithely dismisses even the mere suggestion of Fascism as being any " form of State Socialism. The article is well worth reading. Another deals with the provision of work for the unemployed in the U.S.S.R., and should be read in con- junction with a similar article on Unemployment in Italy in the May issue of the Review.
