Meanwhile the Powers .remain inactive in face of the new

problem created by the increased taxes levied on Hong Kong by the Cantonese Government. The Cantonese example is being followed elsewhere. The explanation of the complacency of the Powers is that as tariffs are fixed by international agreement, the Powers must present a Collective protest or none at all. The Chinese are trying to neutralize all Treaties which they dislike by ignoring them.
