New Zealand and Newfoundland feel with the Empire as it is. General Hcrtzog definitely raised the question of Dominion status. He assured the Conference that the." British Community of Nations " Would have the hearty supp-oit of all South Africa so long as enough freedom of action was allowed to individual members. He summed up his ideas in these words :- " In principle, unrestrained freedom of action for each member ; in practice, consultation with a view to co- operative action wherever possible." He added that South Africa did not yet feel that her nationhood was complete because it was not " internationally recognized."
