OIL POLLUTION

STR,—Mr. John Bctjeman is not strictly accurate when he states in 'City and Suburban' (June 10) that none of the nations who signed the convention to prohibit and control the discharge of oil into the sea, had so far passed it into law. He had obviously not been in-

formed that the Oil in Navigable Waters Act, 1955, received the Royal Assent on May 6 last.

It must, however, be admitted that the Act comes into operation on such day as the Minister of Transport and Civil Aviation may appoint.

Moreover, different days may be appointed for the purposes of different provisions of the Act.

Hence it would appear that the Minister would make the most suitable target for Mr. Betjeman's guns, rather than the much- harassed local council.—Yours faithfully,
