M. Litvinoff seems to have made no reference to the
barbarism that still exists in some parts of the world, or to the dangers that may arise to others from the present conditions in China, for example, or Mexico. We are reminded of how, when a member of the House of Com- mons lately said that Moscow, with its generous proposals, made the League look ridiculous, Mr. Duff Cooper neatly answered that, of course, that was the only object of the proposals. On Tuesday Lord Cushendun had a great success in the Commission. Representatives of Germany, Turkey, Italy and France had spoken before him, but had said little; except that the League had better go on by stages, however aft-active the haste of Moscow might be ; only General de Marinis had advised a rejection. Then the Commission learnt that Great Britain had sent a bonny fighter.
