The Dual Monarchy was an organized system for oppressing subject

races, and even this was not done with the scientific accuracy of the Prussians. There is something particularly sordid in the spectacle of injustice that does not even know how to be unjust with efficiency. The chief question which concerns the future of the world is whether Austria is to be allowed to join Germany. The Treaty of Peace with Germany of course requires Germany to recognize the independence of Austria. Since that is so, we imagine that it will be made difficult rather than easy for Austria to join Germany even if she professes a distinct wish to do so.
