The railway and mining strikes in America . have- moved
President Harding to send .a message to Congress. He 'suggests a; Commission of Inquiry and adds that a State corporation might be established f arbuying and distributing- coal.. He does not mean nationalization, but only a scheme , for guaranteeing that the price of coal shall not rise above a certain point. As regards the railway dispute, he proposes compulsory arbitration. The New York correspondent of the Times says in Thursday's paper that the resumed mining, of -soft-coal has not helped the domestic consumer, who uses steam-heating furnaces and is theref ore- dependent upon hard coal.
