quote a passage from Herbert Spencer's Auto- biography (Vol. II., p. 321), which stands in connexion with the question : "How happens it that in hilly counties such as Devon- shire, the lanes are deep down below the surfaces of the adjacent fields; whereas in flat counties the surfaces of the lanes and of the fields are on the same level ?
