THE PORT OF LONDON AUTHORITY
Srtt,—In his Marginal Comment for June 20th, Mr. Harold Nicolson commends the organisation of the Port of London Authority as a model for the control of other public utilities. In effect, the majority of the members of the P.L.A. are elected by the consumers of the services which it provides. This is only possible where these consumers are relatively few in number and well organised—as are the users of a port. This is not the case, however, with most utilities (e.g., gas, electricity, transport) and thus wide application of the method is not possible.—Yours
