The Report_ of the DepartMental Committee on the University of

London was issued on Monday. The Com- mittee did not deal with the question of the best site for the University. The Committee have decided against any restrictions on the facilities now provided for outside students, but they suggest that the distinction be- tween the internal and external work of the University ought not to be emphasized. On the contrary, external students ought to be encouraged when possible to become internal students. The Committee have come to the conclusion that there shoidd not be more than one University- in London, but - this does not forbid than —rather it causes them —to insist • upon the virtues of decentralization. In order to get- both comprehension and unity they would encourage the. constituent units to join wholeheartedly in the government of the University by means of a Collegiate Council: As regards finance, they say that all grants ought to be made, not- to • the separate units, but to the UniverSity itself. The. Senate 'should paSS on all schenies to a special finance body which would allocate funds for carrying out the policy of the University as a whole.
