The text of the Government's Bill dealing with the situa•

tion caused by the Osborne judgment was published on Thursday. The Bill enables trade unions to devote a portion of their funds to political purposes, provided that on a ballot a majority of those voting are in favour of this course. Payments for political objects are to be made out of a sepaiate fund, and any member may refuse to subscribe to the political fund without being " excluded from any benefits of the union, or placed under any disability or at any disadvantage as com- pared with other members of the union (except in relation to the control or management of the political fund)."
