The Socialists have decided to vote in the municipal and

provincial elections but not at the General Election. This seems illogical, as most Spaniards regard the munici- pal and provincial elections as a material preparation for a General Election. Selior Cambo, the well-known Catalan leader, is founding a new Party of the Centre. Presumably this will be a Party of moderation, whose action will be determined by events. There is thus an unexpected opportunity for the Monarchists to prove that they mean business in the matter of a more liberal Constitution.
