[To Tom EDITOR OF MR SPECTATOR."] SirE,—Does not your entire argument on what you call the "essential evil" of the Parliament Bill—the interregnum proposals—rest on the assumption that the Government has some idea of restoring to a reformed Second Chamber some of the powers taken away by this Bill from the House of Lords P And is there the slightest ground for such an assumption in what any member of the Government has
