We have received from the Carnegie Endowment for Inter- national

Peace a truly significant communication. We are informed that the Trustees of the Endowment, among whom are Mr. Elihu Root and Dr. Nicholas Murray Butler, passed the following reso- lution :—

"That the Trustees of the Carnegie Endowment for Inter- national Peace, assembled for their annual meeting, declare hereby their belief that. the most effectual means of promoting durable international peace is to prosecute the war against the Imperial German Government to final victory for democracy, in accordance with the policy declared by the President of the United States."
