Home rule

Sir: In view of the fact that home rule for England would follow from independence for Wales and Scotland, voauld not the Conservative Party predominate in an independent England? If that led to less government intervention In the English economy (and, by examPIe of improved performance, perhaps in those of Wales and Scotland too) might not devolution be a step along the path to our salvation?
