Rumours still continue about the illness of the Emperor of
the French, but he went to Biarritz on Friday, where he is to receive, it is said, Count Bismarck to settle the late of Belgium, Prince Gortschakoff to settle the Eastern question, and General Mena-
brea to arrange for the evacuation of Rome. That is rather a large programme for a sick man, and though the Emperor is pro- bably not in danger, he is certainly both sick and in pain, looks puffy in the face, stoops more than ever, and is unable to bear fatigue. Biarritz, it is said, suits him, and he may remain till it is cold.
