[TO THE EDITOR OF THE " SEECTATOR."1 SIR,—The excellent suggestion that Mr. Mills has made, that workmen should become capitalists and take shares in the in- dustries in which they work, was, tried long ago near, or in, Rochdale in the days of Mr. John Bright by some of his friends. -It mould he well to ascertain if the attempt was- successful.
