From Mrs Joyce Mew Sir: On concluding its deliberations, the

summit conference issued a communique in which it was made clear that the intention of the EEC is "to transform the whole complex of their relations into a European Union." From his conference Mr Edward Heath returned apparently well pleased.

Yet, three days later, in answer to an earnest question on this matter. the Prime Minister is reported to have said that he regarded the argument about federalism as "a sterile exercise."
