Lady Lugard, who has died after a life of great
service to the Empire and of the most varied charitable work, was one of the best informed students of Imperial affairs. She was introduced to journalism by Mr. W. .T. Stead, and was no sooner given an opportunity than she proved that she could make use of it. Her talent for accurate observation, and for sorting out and correlating facts, was truly remarkable. For many years Miss Flora Shaw (as she was before her marriage) was a contributor to the Times, in whose service she became head of the Colonial Department. She travelled in every part of the Empire, and was particularly in the confidence of Mr. Cecil Rhodes. In 1902 she married Sir Frederick Lugard, the famous High Commissioner of Northern Nigeria, who afterwards became Lord Lugard.
