Accounts from Lisbon represent the Portuguese finances in a miserable

condition. The pay of the anny in the provinces is from ten to sixteen months in arrear ; though the troops stationed in or near Lisbon are paid up to the day ; fin. CARVA LBO, the Finance Minister, declares that they must be satisfied, "lest they should rise against the Government." It is said that CAR VA LBO insists upon retiring from office, and his retirement would break up the Administration.
