In a few weekly paragraphs it is difficult to do
anything like justice to every section of the English- speaking world, and, so far, Newfoundland, the oldest colony of the British Empire, has not received its fair share. A recent issue of the Bay of Islands Western Star describes the proposed development of a huge water-power plant on the Humber (Newfoundland), which is to develop a quarter of a million horse-power. Paper mills, with a daily output of 400 tons, or double that of the Harmsworth plant at Grand Falls, will be built. Sir Richard Squires, the Premier, who has just returned from England, announces that the British Government, through the Trade Facilities Committee, have guaranteed over £2,000,000 towards the project. Messrs. Armstrong- Whitworth will control the operations of the company. The project has still to be sanctioned by the Newfoundland Parliament,
