THERE is abroad to-day one of those strange indefinite "feelings in the air" that warn us from time to time that things are changing. Everyone suddenly seems to have come to the conclusion that a short phase in the history of Europe has come to an end and that we are entering on a new period. And, of course, the very fact of this conviction will ensure its fulfilment. We believe that in the main it rests on two quite distinct and, indeed, contradictory movements that are going on in Europe to-day.
