10s. 6d. net.)—This is a revised edition of President Wilson's early work describing the Governments of the chief States, with brief historical notes. His brother-in-law, Professor Elliott of California University, has omitted some chapters and added others, but the chapters on Great Britain, America, France, Germany, Austria, and Switzerland remain substantially as the author wrote them. The account of Federal and State institution in America is lucid and well arranged, and the book in its new form is useful for reference, though, unfortunately, it lacks an index.
