Mr. Low's letter contains in addition an elaborate attempt to

show that the President has failed in everything which he has undertaken. We have not space here to traverse in detail a statement so grotesque, though the task would not be difficult ; but we may point out that Mr. Low seems ineapable of understanding what is the President's chief claim on the gratitude of his countrymen. Apparently he does not realise that Mr. Roosevelt has immensely raised the standard of political honour throughout America, and that he has given an impulse to right-thinking and right-doing in public life the effect of which will be felt long after his more personal claims to fame have been forgotten.
