The International Chamber of Commerce, a body which we believe
is likely to grow in importance and beneficence, met last week in Brussels. Great Britain and Dr. Walter Leaf received a compliment when that scholar and banker was elected President of the Chamber. M. Clementel, President of the French Committee, said (we quote from the Times report of June 27th) : " We must close the pages of. resentment born of the. War ; we must open the book of- international collaboration." Making all allowances for the influence of the company in which he found himself, we see here a welcome advance in such a public declaration of a Frenchman of M. Clementers distinguished and important record. The 'French delegation also declared its desire to see Govern- ments enter into negotiations with a view to the settle- ments of inter-Allied debts. This publicly and formally expressed realization of present conditions is also -welcome. Sir Josiah Stamp spoke with authority on the difficult problems of the transfer of reparation pay- ments. * * *
